AuditTrail preservation exhaust tomcat resources

The current LocalAuditTrailPreservation attempts to load all audit trails created since last preservation run before packing them for ingest to the preservation collection. This list of audit trail may be very long, and may use all the heap causing the tomcat vm to GC continuously effectively blocking the tomcat.
