ReplaceFile webclient only sends to the same pillar

When trying to replace a file on a specific pillar by using the webclient, it only tries to perform the operation on the same pillar.

In the integration environment I tried to replace a file on 'checksum1', but the webclient tried to replace it at 'sbtape1'.
