Add precommit QA script

We are accumulating a number of steps we should run before commiting our code to the SCM. To increase the chances that these steps are actually performed, we should collect them into a single shell scipt, which can be run prior to committing. The steps which should be implemented in the scipt include:

1. Run regression test.
2. Update license information
3. Update subversion properties
