Handle the wiki list of unresolved issues for the Coordination layer

Try to handle the points listen in the Unresolved Issues - Coordination layer page by:

• Delete the bullet because the issue has already been decided on and documented
• Decide on the issue based an the knowedge gain since the issue was noted.
• Create a JIRA issue.

Some of the issues listen might not be so easy to handle, and they then have to remain on the unresolved list.
