Second option and more simple solution is to use one pattern for all languages using numbers only YYYYMMDD HH:mm:ss.

The current use of 24 hour clock in the English GUI is done via this method and therefore applies to all languages where used.

type both implies AM PM in the english GUI. I.E. using 24 hour clock is moving away from what is documented here:

Dates should in general be entered using <fmt:formatDate type="both">, though a few places use a more explicit handling of formats. This lets the date be expressed in the native language's favorite style.

One option could be to use pattern based format per language instead of using the type=both attribute. The language pattern should then be specified in each translation bundle resource archive-core and harvester-core
