Permissions can be limited to by either or a combination of operation type and collection.
The collection limitations is however not respected. I.e. A certificate has permissions to put a file in collection A but not B. It should therefore be expected that a put to collection B is disallowed, but it is not.

The bug effects both the reference implementation, and the SB pillar. Possibly also the KB pillar, but that remains to be looked into.
