Selective Harvest Scheduling Sometimes Dies

Occasionally a selective harvest definition simply stops scheduling (and sends a warning email) and can only be restarted by restarting HarvestJobManager. Since the code always sends a warning email in these circumstances, it should be possible to handle things better e.g. by starting a new scheduling thread.
