Cannot activate snapshot job based on previous snapshot job

      Start a small snapshot harvest and wait for it to finish.
      Start a new snapshot based on the previous one.
      Make sure that the new harvest can be activated and generates some jobs.

    Description

      In TEST1. Although the first snapshot job appears to be complete, I cannot activate a 2nd job based on it. Some extra logging should clarify the situation.
