Shared dependency links harvester and wayback modules

heritrix and hibernate both have a dependency on commons-collections. This means that to get the indexer to work (using manifests) one needs to include a dependency on dk.netarkivet.harvester.jar which is silly. commons-collections.jar should be moved to the top directory of lib to correct this.
