NetarchiveResourceStore fails to handle redirects

This is because the ArcRecord created in NetarchiveResourceStore does not parse the http headers (see Bug 1953). I have implemented a workaround similar to that used to deal with a related problem with http return codes (the one described as "sleazy" in a comment in the code). This has been sanity tested in a QuickStart installation but really cries out for better unit testing so that we can write a better NetarchiveResourceStore and know that it works.
