ArcRecords with invalid Urls do not get their HttpHeader parsed

For obvious reasons an invalid Url/Uri means no scheme and without a scheme a possible HttpHeader is not tried parsed for http/https.
Work around, look for a valid scheme even when the Url is no valid.
