Most issues fixed, some noted and postponed to 1.0.
Null is because the array is zero indexed. The values are >=1. I'll comment it.
Tells the parser to only accept strings that equal the format 100% and not have leading and/or trailing chars etc.
The 'T' and 'Z' in the date format are non parsed constants so the ' character is format sugar. So we substract the 4 of them for the real formatted length. I'll add a comment in the code.
Mostly it is to indicate an invalid offset. Which is the case for random access where the reader is oblivious to the offset.
Changed in all reader classes.
Class changed according to line length, parameter validation, magic numbers, etc. The javadoc will be used in the other classes too.
Added better error messages, fixed line length and missing @throws in class.

All magic number are now constants at least in Arc.
All tabs in arc should now be spaces and hopefully no more indentation fun.
This method and associated constants could/should probably be moved to its own class.
Longs lines and most checkstyle stuff should be removed from arc code now. Missing @param, @thrown, magic numbers etc.
Isn't this a utils method that can be moved to another class.
